Since 2008, EPA has funded nearly 60,000 pieces of clean diesel technology through the National Clean Diesel Campaign. These technologies included emissions and idle control devices, aerodynamic equipment, engine and vehicle replacements, and alternative fuel options. These projects meet critical local air quality needs by deploying proven and emerging technologies much earlier than would otherwise occur.

New York State Biofuel Distributor Program: PON 2454
Approx $700,000 available; 50% of the costs up to $150,000 per site; DUE JUNE 1, 2012 by 5pm EST
NYSERDA‘s objective is to increase the number of petroleum terminals in New York State that offer renewable biofuels such as ethanol or biodiesel at retailing fueling stations. PON 2454 solicits proposals for funds to purchase and install equipment for bulk storage, handling and blending of Biofuels by petroleum terminal in New York.
PON 2454 is open to any entity that:
- Owns or operates one or more petroleum distribution terminal(s) located in New York State
- Must have legal authority to make improvements to the site at which Biofuels will be located

Hunts Point Clean Trucks Program
Approx: $9 Million Available
The Hunts Point Clean Trucks Program is designed to target older trucks that serve the food distribution facilities and local businesses in Hunts Point and Port Morris. By targeting older trucks and replacing them with new diesel and alternative fuel trucks, the local community will benefit from the use of new trucks with cleaner engine emission standards.
To ensure the benefits of the Program continue to improve local air quality in the Hunts Point and Port Morris communities, the Hunts Point Clean Trucks Program has specific eligibility guidelines for program participation.
In order to be eligible for the Program, you must meet the following guidelines:
- Own a Class 3 to Class 8 diesel truck equipped with an engine Model Year 2006 or older.
- Demonstrate a history of moving goods or operating the qualifying truck in Hunts Point and/or Port Morris for one year prior to requesting rebate funding.
- Vehicle domiciled in Hunts Point or Port Morris, or
- One Year record of regular service within Hunts Point and/or Port Morris.
If you are interested in replacing your older diesel truck with a new 2010 diesel EPA emissions compliant truck, you will be required to scrap your older vehicle.
If you are interested in replacing or keeping your older diesel truck and wish to purchase a 2010 alternative fuel EPA emission compliant truck through the Program, you may be eligible for the vehicle scrap or exhaust retrofit technology incentives. See Clean Truck Options for more details.
A participant with a truck equipped with an engine Model Year 2003 or older must scrap or retrofit older truck with an exhaust retrofit technology. An applicant may be eligible for the exhaust retrofit technology incentive.
A participant with a truck equipped with an engine Model Year 2004 to 2006 can choose to voluntarily scrap or retrofit the older vehicle and may be eligible for additional incentives.
If you would like to retrofit your existing diesel truck with an exhaust retrofit technology, you must own a truck with an engine Model Year 1994 to 2006.
You must commit to a five (5) year program requiring participants to:
- Sign a Participant Agreement with a commitment to the Program for 5 years;
- Continue regular operation in the Hunts Point and/or Port Morris communities; and
- Submit an annual report (for 5 years) demonstrating Program compliance and vehicle/equipment care and maintenance.

PON 2058A by NYSERDA: New York City Private Fleet Diesel Retrofit Program
Approx: $1 Million Available; Cap of $250,000 per project
The New York State Energy Research and Development Authority (NYSERDA), in partnership with the New York City Department of Transportation (NYC DOT), announce the New York City Private Fleet Diesel Retrofit Program (“Program”). This public-private partnership is designed to encourage the use of diesel emission controls by private- sector companies and non-profit entities operating diesel vehicles in New York City.
NYSERDA will fund up to:
80% of the cost of purchasing and installing California Air Resource Board (CARB) or Environmental Protection Agency (EPA) verified/certified emission reduction equipment on medium and heavy duty diesel vehicles. (gross vehicle weight > 14,000 pounds)

This PON solicits applications for projects that maximize the environmental benefits of accelerating the introduction of advanced diesel emission controls into private fleets in New York City.
Approximately $1 million is available through this PON to be awarded on a first-come first-served basis. Maximum award per applicant is $250,000.

PON 2301 by NYSERDA: Electric Vehicle Supply Equiptment (EVSE) Demonstration & Support Program- 2nd Round Open

NYSERDA seeks proposals for the The Electric Vehicle Supply Equipment (EVSE) Demonstration Program (the Program) to accelerate vehicle electrification in New York through demonstration projects that validate innovative technologies to supply electricity to these vehicles. NYSERDA will support the demonstration of vehicle charging equipment through up to two funding rounds of this PON.
This PON 2301 solicits applications for:
- Installation and evaluation of EVSE at public locations such as the following: supermarkets, malls and retail outlets, train stations, hotels, restaurants, and parking garages and parking lots where the EVSE is open to the general public and will be used by a wide variety of users
- Installation and evaluation of EVSE at private business locations where employees of the business will use the EVSE for personal vehicles, townhouse communities or large apartment, condo, or rental communities, where employees and residents or the public will use the EVSE to charge personal vehicles and may be used by a select group of users who maintain a vehicle at this location. EVSE located at residential parking areas or garages directly associated with five or fewer residences are not eligible.
- Installation and evaluation of EVSE at business locations for use by business-owned fleet vehicles. As an example, one potential project could be installing EVSE to charge a delivery company’s PEV trucks at their depot where the EVSE is not accessible to the general public.

NYSERDA is currently seeking proposals to select an Electric Vehicle Support Contractor to assist New York State in addressing electric vehicle and EVSE deployment issues in the State.
This PON solicits applications for:
- Conduct studies about barriers and issues for plug-in electric vehicles (PEV) deployment in New York State
- Collect and analyze data from NYSERDA’s electric vehicle supply equipment (EVSE) demonstration programs
- Perform outreach and education activities and stakeholder engagement around New York State
- Support a regional effort to develop model PEV infrastructure planning documents for the Northeast and Mid-Atlantic region

FlexTech Program by NYSERDA
NYSERDA has recently announced the FlexTech Program that provides eligible facilities with objective and customized information on a cost-shared basis to help customers make informed energy decisions. The goal is to increase productivity and economic competitiveness of participating facilities by identifying and encouraging the implementation of cost-effective energy efficiency, carbon reduction measures, peak-load curtailment, and combined heat & power (CHP) and renewable generation projects.
Eligible Applicants Include:
- NYS industrial, commercial, and institutional facilities
- State and local governments
- Not-for-profit and private institutions
- Public and private K-12 schools, colleges and universities
- Health care facilities
*Note: Facilities must pay into the System Benefits Charge as electricity distribution customers of one of the following utilities: Central Hudson Gas & Electric Corporation, Consolidated Edison, New York State Electric & Gas Corporation, National Grid, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation

EPA Region 2 awarded $1.4 million in Recovery Act/Clean Diesel funds to Cascade Sierra Solutions for trailer aerodynamic retrofits in New York and New Jersey.

The Port Auth0rity Truck Program
The Port Authority of New York & New Jersey Regional Truck Replacement Program (TRP) is a special first-come, first-served limited offer to provide grants and financing to eligible truck owners to help them purchase newer, cleaner and more environmentally-friendly trucks.
ELIGIBILITY:
* Own a drayage truck (Class 8, 33,001 pounds gross vehicle weight rating (GVWR) and higher) equipped with an engine Model Year 1993 or older
* Demonstrate a history of regularly calling to the Port of NY & NJ marine terminals (approximately 200 times in the last 12 months)
* Be willing to scrap old drayage truck
* Possess a valid vehicle registration, license plate, and driver’s license
* Have acceptable credit history and cash flow if applying for low-interest financing

The Diesel Emissions Reduction Act (DERA) establishes a voluntary national and state-level grant and loan program to reduce emissions from existing diesel engines through clean diesel retrofits. Emissions from older diesel vehicles and equipment can be reduced between 20 and 90 percent with cost-effective retrofit technology. The EPA estimates that if DERA is fully funded, it would reduce particulate matter emissions by 70,000 tons, generate nearly $20 billion in economic benefit, and return $13 of benefit for every one dollar invested.
